Ignorant structure
Take a look at the image fastidiously? Is it value having a door there with a lock when somebody can simply leap over that banister or step rail? Maybe it was designed by a person who has no thought what he’s doing or it didn’t even strike him that that is silly and an enormous waste of cash. The wall may have been prolonged for the safety or the door merely eliminated because it’s ineffective in that place.
